After upgrading to Joomla 3.6.0 if you discover that the Joomla! Extension Manager installer tabs are missing, login to your Joomla Administrator control panel then follow these instructions.
Clear both, Site and Administrator cache via the Joomla Administrator area by navigating to: System > Clear Cache
Select all entries then click on Delete
